What percent of habitable planets with life develop intelligent life? This term assumes some form of life on the planets, but that could be just single cellular life. Could a planet simply never develop any more complex form of life? Could it develop complex forms, such as XXX and fish and plants and insects and even mammals, but never develop a species that is intelligent?
